Advancing Public Safety Through Municipal Broadband Planning

As emergency services become increasingly dependent on real-time data, video, location services, and interoperable communications, municipalities are beginning to evaluate how Public Safety Broadband Networks (PSBNs) can strengthen emergency response while supporting broader community resilience. A large Canadian municipality recognized this opportunity and engaged COMsolve to conduct an independent feasibility study examining the viability of implementing a dedicated Public Safety Broadband Network.

The objective of the study was not simply to evaluate technology, but to determine how a PSBN could improve operational effectiveness across police, fire, paramedic services, emergency management, public works, and other municipal departments responsible for critical infrastructure and public safety. Through stakeholder engagement, operational assessments, and technical analysis, the study examined current communications challenges, future service requirements, governance models, implementation options, funding strategies, and long-term sustainability. COMsolve is finalizing a comprehensive roadmap that balances operational needs with practical implementation considerations. The study evaluated network architecture, interoperability with existing communications systems, cybersecurity, disaster recovery, coverage and capacity requirements, and the governance structures necessary to support a long-term municipal broadband strategy. The result is a vendor-neutral business case that enables municipal decision-makers to understand the benefits, costs, risks, and phased implementation approach required for a successful deployment.

Beyond the individual municipality, the study demonstrates how a structured planning process can serve as a repeatable model for communities across Ontario. While every municipality has unique operational requirements, many face similar challenges related to emergency communications, infrastructure resilience, and coordination between agencies. A common planning framework provides an opportunity to accelerate modernization, improve interoperability, reduce duplication of effort, and create greater consistency in future public safety communications initiatives.

As governments continue investing in digital infrastructure and emergency preparedness, Public Safety Broadband Networks represent more than a communications upgrade. They provide a foundation for next-generation emergency services, enhanced situational awareness, secure data sharing, connected public safety technologies, and future Smart City initiatives. They also position municipalities to better respond to major incidents, natural disasters, and evolving public safety challenges while strengthening collaboration with provincial and federal partners.

COMsolve's role throughout the engagement was to provide independent technical expertise, strategic planning, stakeholder facilitation, and business case development. By remaining technology- and vendor-neutral, the recommendations focused exclusively on operational outcomes, long-term sustainability, and the public interest.The insights and methodology developed through this feasibility study are intended to support ongoing discussions about the future of public safety communications in Canada. The final report will provide a practical planning framework that municipalities can adapt to their own operational requirements, helping communities evaluate the benefits, challenges, and implementation considerations of Public Safety Broadband Networks.
